The Santa Ana Regional Water Quality Board has an opening for a Senior Water Resource Control Engineer (Specialist) to lead Region-wide enforcement activities as the Enforcement Coordinator for the Santa Ana Region.  The position is located at 3737 Main Street, Suite 500, Riverside, CA 92501 in the heart of downtown, near a light rail station and other public transportation, restaurants, and more.

Working Conditions

Positions at the Water Boards may be eligible for telework with in-person attendance based on the operational needs of the position and might be expected to comply with Executive Order (EO) 22-25 after July 1, 2026.

In accordance with the Statewide Telework Policy and GC 14200, the successful candidate must reside in California upon appointment.  Proof of residency may be required.

Salary Information - CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience. E mployees appointed to the Attorney or Water Resource Control Engineer classification will receive Recruitment Higher Above Minimum (HAM) rate in accordance with the approved Civil Service Pay Scales.

In addition, note: Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee’s monthly salary in exchange for leave credits. Employees appointed to this classification will have their monthly salary reduced and will accrue hours of PLP 2025 on the first day of each pay period in accordance with the applicable bargaining contract. The salary range(s) included on this job posting do not reflect the reduction in pay.

•  Strong written and oral communication skills, including experience in public speaking and experience in customer service interacting with members of the public.

•  The ability to conduct professional work in the field, such as on-site inspections, and traverse uneven terrain.

•  The ability and willingness to travel throughout California, including overnight trips, as needed.

•  Knowledge and experience addressing water quality issues.

•  Excellent analytical and critical thinking skills, and the ability to evaluate technical reports applying scientific and engineering principles.

Statement of Qualifications (SOQ)

A Statement of Qualifications (SOQ) must be submitted along with the State Application and serves as documentation of candidate’s ability to present information clearly and concisely in writing. It should be typed, no more than two (2) pages in length, using Arial, size 12-point font, and normal margins.

Indicate your total years of experience when answering the following statements/questions:

  1. Present some examples of your knowledge and experience in overseeing environmental enforcement cases.
  2. Describe your experience with discussions and negotiations on the Cleanup and Abatement Orders and Administrative Civil Liability Complaints, in front of a governing body.
  3. Describe your experience working closely with different law enforcement agencies .
  4. Describe your experience with courtroom and/or public hearing testimony.
  5. Describe your experience responding to public complaints about spills and also working within the Cal OES response system.
